Kyrgyzstan Updates Rules for Alternative Service and Military Training
The changes affect Article 95 of the Code on Non-Tax Revenues, according to which the Cabinet of Ministers will now establish the amounts of monetary contributions for alternative service, participation in mobilization reserve gatherings, and exemption from military service with subsequent enrollment in the second category reserve.
All collected funds will be directed to the republican budget.
Changes have also been made to the Code on Offenses: Article 418 now provides for a new fine of 10,000 soms for citizens for violations of military registration rules and other legislative requirements.
The main part of the updates concerns the Law "On the Universal Military Duty of Citizens of the Kyrgyz Republic, Military and Alternative Services."
According to the new version of the law, the president is now entitled to confer the rank of major general on military personnel and reservists holding positions that require the highest military rank, provided they have high merits and significant achievements for the state. Previously, such appointments were restricted by strict requirements.
The procedure for calling citizens to mobilization reserve gatherings has also been clarified: they are required to make a contribution to the budget, and the conditions for the call-up and the amount of payment will be established by the Cabinet of Ministers. This also applies to programs for training reserve officers.
The rules for alternative service have also been revised. Citizens assigned to alternative service due to health reasons or family circumstances must pay a contribution, the amount of which will be determined by the government.
For believers whose religious beliefs do not allow them to carry weapons, the performance of 48 hours of socially useful work and the payment of the established contribution is provided.
At least one-sixth of the total contribution amount must be paid quarterly.
Local executive bodies will continue to direct citizens to socially useful work and issue certificates of their completion for submission to military enlistment offices.
The Cabinet of Ministers has been given a period of three months to align its regulatory decisions with the new law.
