- Social media is actively discussing the meeting in Moscow, which included representatives from Kyrgyzstan, including the Deputy Prime Minister and the Minister of Energy, as well as Shirshov. Some commentators point to your previous statements that he would not hold any positions in the government.
Daniyar Amangeldiev, commenting on the situation, stated that "Shirshov's knowledge and information are extremely important right now." However, part of the public is questioning whether there are really no more qualified specialists in this field in Kyrgyzstan. There are also opinions being expressed that "Tashiev left – Shirshov came." What is the real situation?
- I will start from the beginning. If I am not mistaken, this happened at the end of 2021. Shirshov contacted me through intermediaries and said, "If I am not arrested, I can come to Kyrgyzstan. I know about all of Maxim [Bakiyev]'s assets, both in the country and abroad, and I am ready to help return them to the state." After his escape, Maxim left his associates, betraying them. Alexey Shirshov was one of those people.
I found out from law enforcement agencies that Shirshov is not wanted. "Let him come and tell everything he knows," was our response. He arrived, and we met him. We set a condition: "The times have changed. You can no longer deceive state institutions. If something goes wrong, you will end up behind bars. You and Maxim once got rich, so help return those funds to the state. Share all the information you have."
Shirshov called Daniyar Amangeldiev upon arrival and stated that he was ready to participate in negotiations regarding "RusHydro" and provide important information for Kyrgyzstan, as he had previously worked with this company. How exactly his information will prove useful remains to be seen. However, we will not allow Shirshov, as in previous years, to "take over" any ministry. If his assistance is beneficial to the state, we will use it; if not, we will tell him: "Stay calm." In general, we will not allow attempts to encroach on state resources. Therefore, it is not worth paying attention to those who continue to "manipulate" around Shirshov's figure.
This year, the Ministry of Energy will completely close the accumulated debt of 137 billion soms and will start making a profit next year. Theft in this system has been stopped. That is why we are closing a debt that has accumulated over 30 years in just five years. If the thefts had continued, we would not have been able to pay off the debt; it would have only grown day by day.
