







Recently, a photograph depicting a meeting in Moscow of a delegation from Kyrgyzstan, headed by the Deputy Prime Minister and Minister of Energy, along with representatives from the Ministry of Energy of Russia, including Alexey Shirshov, has been actively discussed on social media. Some commentators remind that he previously stated that Shirshov should not hold any government positions.
In response to these discussions, Daniyar Amangeldiev expressed the opinion that "the knowledge and information that Shirshov possesses are quite relevant for us." To this, part of the public raises the question: "Isn't there a more qualified specialist in this field in Kyrgyzstan than Shirshov?" At the same time, opinions are voiced that "Shirshov came when Tashiev left." What is the real situation?
– Allow me to answer your question sequentially. I remember this happened at the end of 2021. Shirshov contacted me through intermediaries with an offer: "If I am not imprisoned, I am ready to come to Kyrgyzstan. I have information about all of Maxim's assets both abroad and in the country and can help return them." It is worth noting that after his escape, Maxim left his closest associates, betraying them. One of those people is Alexey Shirshov.

After verifying the information with the law enforcement agencies, it turned out that Shirshov was not wanted.
“Let him come and share his experience,” we decided and gave him the opportunity. He arrived, and we met him. We set one condition: “Times have changed. You can no longer deceive government institutions. If something goes wrong – you will end up in prison. You and Maxim have done well for yourselves. Now help return these funds and share all the information you have.”
Shirshov began cooperating with the State Committee for National Security (GKNB) and the Ministry of Internal Affairs (MVD).

He shared data on who was involved in raiding "Avrora Plus," registering cottages in the names of relatives or friends. As a result, several cottages and apartments were returned to state ownership.

Additionally, he reported that a villa called "Chateau-Castle," purchased by Maxim Bakiev from Berezovsky, is located in southeastern France. Based on this information, our Ministry of Justice began legal proceedings in 2023. However, I want to note that these processes may take years, and the outcome remains uncertain. It is quite possible that the decision will not be in favor of Kyrgyzstan. As they say, everything is in the hands of the Almighty; we will live and see.

Another important piece of information is that the company "Elkat" belonged to Maxim Bakiev. It has now completely transferred to state ownership and is valued at approximately 6 billion soms.
Regarding his participation in negotiations in Moscow, we owe RusHydro 37 million dollars for the Upper Naryn Cascade HPP project due to "uneaten samsa," and with interest, this amount has already exceeded 51 million dollars. The interest on this debt grows daily.
The International Court confirmed that "such interest will indeed be charged." In this regard, I sent a delegation to Moscow led by Daniyar Amangeldiev with the task of discussing options for repaying this debt.
He called Daniyar Amangeldiev and stated that he could participate in the negotiations and provide valuable information on "RusHydro," as he had previously worked with them and knows many details. How exactly his data will prove useful will be shown in time.
It is important to note that we will not allow Shirshov, as was the case before, to gain control over any ministry. If his knowledge benefits the state – we will use it; if not, we will simply tell him to "behave himself."
In summary, we will not allow attempts to access the state treasury.
Therefore, it is not worth paying attention to those who continue to "play to the gallery" around Shirshov's figure.
The Ministry of Energy plans to fully repay the accumulated debt of 137 billion soms this year and start making a profit next year. In this system, theft has been completely stopped. That is why we are closing a debt that has accumulated over 30 years in just 5 years. If the thefts had continued, we would not have been able to repay the debt – it would have only increased.
If any of the employees are found guilty of corruption, there will be no mercy. This applies not only to the Ministry of Energy but to all government institutions and officials.
