The discussion surrounding Alexey Shirshov has once again become relevant following his participation in a recent meeting in Moscow. In an interview with the "Kabar" agency, the President of the Kyrgyz Republic, Sadyr Japarov, noted that the authorities intend to use the information that Shirshov possesses in the interests of the state.
- Social media is actively discussing a photo in which Alexey Shirshov is captured during a meeting of the Kyrgyz delegation, led by the Deputy Prime Minister, with representatives of the Ministry of Energy of Russia. Some users remind that in previous interviews you claimed that Shirshov would not hold any government positions.
Daniyar Amangeldiev, in turn, noted that the knowledge and information that Shirshov possesses are currently extremely necessary. However, this statement has drawn criticism: many are questioning whether there are no other specialists in Kyrgyzstan who are more competent in their field. Some express their dissatisfaction more sharply: "Shirshov has come to take Tashiev's place."
- Allow me to respond to this. I will start from 2021, when through intermediaries, Shirshov expressed his willingness to come to Kyrgyzstan and provide information about Maxim Bakiev's assets if he was not arrested. After Bakiev's flight, many of his associates were left without support, and Shirshov found himself among them.
I contacted the law enforcement agencies and found out that he was not on the wanted list. We decided that he could come and share information.
When he arrived, we met him and immediately warned that the old power had ended, and no one would allow theft from state institutions. Any violation of the law would lead to arrest. You became wealthy together with Maxim; now help return these funds to the state. We set the condition: he must share all the information he has.
After that, Shirshov began cooperating with the State Committee for National Security and the Ministry of Internal Affairs.
He provided data on which cottages in the "Aurora Plus" boarding house were improperly registered in the names of relatives and close associates. As a result, the state managed to recover several cottages and apartments.
Shirshov also reported that there is a villa in southeastern France known as the "chateau-castle," which belonged to Maxim Bakiev and was purchased from Boris Berezovsky. The Ministry of Justice of Kyrgyzstan has been conducting legal proceedings regarding this property since 2023. It should be understood that such processes can take a long time, and it cannot be said with certainty whether this property will be returned to Kyrgyzstan.
Additionally, he pointed out that the company "Elkat" belonged to Maxim Bakiev, and now this company has fully transitioned to state ownership, with its value estimated at approximately 6 billion soms.
As for his participation in meetings in Moscow, Kyrgyzstan has a debt of 37 million dollars to the company "RusHydro" for the Upper Naryn HPP project, which, including interest, has already exceeded 51 million dollars and continues to grow. The international court has ruled on the accrual of interest.
I sent a delegation headed by Daniyar Amangeldiev to Moscow to discuss options for settling this debt. During his stay there, he contacted the delegation and offered to provide information related to "RusHydro," as he had previously worked with this company and has significant knowledge. How useful his information will be remains to be seen.
The main thing is that we will not allow him to hold government positions or manage ministries, as was the case before. If his information proves useful to the state, we will use it; otherwise, the cooperation will end.
In conclusion, we will not allow encroachments on the state treasury and urge not to pay attention to the manipulations surrounding the topic of Shirshov.
The Ministry of Energy plans to fully repay the accumulated debt of 137 billion soms this year and achieve profitability next year. The system has completely halted theft, which allows us to close the debt that has accumulated over 30 years in just five years. If theft had continued, the debt would only have increased.
If any employees are found guilty of corruption or theft, there will be no leniency. This applies to all ministries, state institutions, and officials.
