The president explained the situation related to the key figure in the energy sector
The discussion around Alexey Shirshov has become relevant again, especially after his participation in a recent meeting in Moscow. In an interview with the news agency "Kabar," President Sadyr Japarov noted that information from Shirshov is being used by the authorities in the interests of the country.
A recent photograph of Alexey Shirshov taken at a meeting with representatives of the Ministry of Energy of Russia and the Kyrgyz delegation led by the Deputy Chairman of the State Duma sparked active discussions on social media. Some users recalled that in previous interviews, you claimed that Shirshov would not hold government positions.
Daniyar Amangeldiev pointed out the need for knowledge and information that Shirshov can provide. In response, some critics asked: "Are there no more competent experts in Kyrgyzstan?" Some even joked: "Tashieva is not here, but Shirshov is." What is actually happening?
— Let me clarify. Let's start with the fact that, if I remember correctly, this was at the end of 2021. Through intermediaries, Shirshov stated: "I would come to Kyrgyzstan if I were not arrested, as I know about Maxim's foreign and local assets and can help return them to the state." He was aware of Maxim's affairs.
Upon inquiry to law enforcement agencies, I was informed that Shirshov is not wanted. Therefore, we provided him with the opportunity to come and tell what he knows.
He came to the meeting, and we agreed on the terms. We told him: "You no longer have the previous power. Your task is not to steal from the state. If you do, you will be arrested. You and Maxim became rich, so help return this wealth and share the information."
The State Committee for National Security and the Ministry of Internal Affairs began cooperating with him. In particular, the company "Aurora Plus" provided information about seized cottages registered to relatives and friends. As a result, several properties were returned to the state.
Maxim Bakiev owns a villa "Chateau" in France, which he purchased from Berezovsky, as he himself reported. The Ministry of Justice has been actively working on this case since 2023. However, I want to note that legal proceedings may take years, and it is not a fact that they will end in favor of Kyrgyzstan. Let’s hope for the best.
Furthermore, Shirshov reported that the company "Elkat" belonged to Maxim Bakiev, but is now fully transferred to the state, with a value of about 6 billion soms.
As for his role in the negotiations in Moscow, we owe "RusHydro" 37 million dollars, and with interest - more than 51 million dollars, and the interest continues to accumulate.
The International Court confirmed this. I sent a delegation to Moscow led by Daniyar Amangeldiev with a proposal to discuss options for debt repayment.
During the meeting, Shirshov contacted Amangeldiev and offered useful information about "RusHydro," as he has experience working with them. Time will tell how valuable this information turns out to be.
It is important that we do not allow Shirshov to manage the same ministry again. If his information is useful for the state, we will use it; otherwise, we will say: "Leave peacefully."
In general, we will not allow attacks on the state treasury to continue.
Therefore, it is not worth paying attention to those who are trying to "manipulate" Shirshov's name.
The Ministry of Energy plans to fully repay its debt of 137 billion soms this year and start generating revenue from next year. All thefts in the system have ceased, allowing us to repay a 30-year debt in just 5 years. If thefts resume, where will the funds go? The debt will continue to grow.
If anyone is caught stealing, there will be no mercy. This applies not only to the Ministry of Energy but to all government agencies and officials," the president concluded.
