The President Strengthened Gender Balance: Leadership Reserves Will Be Limited by Gender
This document revises the state program for supporting women's leadership, planned until 2030, and also outlines the implementation plan for 2024–2027.
According to the new rules, when forming a personnel reserve for various political and state positions, the share of one gender must not exceed 70%.
This innovation will provide women, who have previously been underrepresented in leadership reserves, with more opportunities to participate in competitions and career advancement.
Moreover, the updated provisions envisage the creation of a robust system for preparing women for managerial positions, including specialized training, qualification programs, and master's degrees in public and municipal administration.
The target indicators have also been updated: by 2027, the share of women in leadership positions in state bodies should be at least 20%, and by 2030 — at least 30%.
The decree emphasizes that changes in personnel policy are aimed not only at complying with formal norms but also at eliminating stereotypes that hinder women from holding leadership positions. State policy in this area should promote equal access to service and fair competition in appointments.
The decree will come into effect in ten days.
