The Ministry of Education has presented for discussion a draft resolution of the Cabinet of Ministers "On the Procedure for Conducting a Competition for the Position of Heads of Educational Organizations," which covers both state and municipal institutions of preschool and general education in Kyrgyzstan.
The proposed document consolidates four existing regulations into one and introduces a digital platform for selecting directors.
Currently, the appointment of heads of kindergartens, schools, vocational schools, and additional education institutions is regulated by four different government resolutions. The new bill will create a unified standard.
One of the key changes is the abolition of interviews. Now, candidates will only undergo computer testing twice a year, and the test results will become the sole criterion for forming a reserve of management personnel.
The procedure will be fully transferred to the automated information system "Mugalim," which will be integrated with the interdepartmental database "Tündük." Candidates will be able to submit electronic applications through this platform, and the system will automatically verify documents related to education, criminal records, and medical certificates.
Candidates who successfully pass the testing will be included in the digital personnel reserve. When a vacancy arises, it will be published through the system, and the candidate with the highest score will be appointed to the position.
New appointees will have a probation period of six months, at the end of which either a fixed-term employment contract for five years will be signed, or they will be relieved of their duties.
The ministry claims that the new procedure will reduce corruption risks and cut budgetary expenses. The need for in-person competitions, business trips, and the maintenance of separate commissions for various levels of education will be eliminated.
Moreover, having a ready personnel reserve will allow for prompt filling of vacancies. The ministry intends to organize online and offline professional development courses for reserve participants.
The draft resolution is currently available for public discussion. After its adoption, it will replace the existing provisions that have been in effect from 2023 to 2025.

Regulations on the Procedure for Conducting a Competition for the Position of Heads of Educational Organizations

Appendix

1. General Provisions

1. These Regulations are developed based on the Law of the Kyrgyz Republic "On Education" and other normative acts regulating the procedure for conducting competitions for vacant positions of heads of educational organizations, with the aim of creating a unified approach to organizing competitions and implementing modern digital technologies to enhance the transparency and efficiency of competition procedures.

2. The organization and conduct of the competition are carried out by the Department for Quality Education Development under the Ministry of Education of the Kyrgyz Republic (hereinafter referred to as the Department).

3. The Ministry of Education of the Kyrgyz Republic controls the organization and conduct of the competition for filling vacant positions of heads of educational organizations.

The Ministry determines and approves the procedure for conducting the competition for filling vacant positions of heads of educational organizations under its jurisdiction, taking into account the specifics of the activities of the respective educational organizations.

4. Coordination of work on organizing and conducting the competition is entrusted to the competition commission (hereinafter referred to as the Commission), the composition of which is determined by the decision of the authorized body.

5. The functions of the Commission include:
- approving the annual schedule for conducting qualification testing;
- considering appeals or complaints, including situations with equal competition scores among several candidates;

- approving the final winner of the competition in case of disputed situations based on the report of the Department.

6. The Commission consists of:

1) the deputy head of the authorized body overseeing the relevant levels of education (chairperson of the Commission);

2) the head of the structural unit of the authorized body responsible for the relevant level of education (deputy chairperson of the Commission);

3) a representative of the Department (secretary of the Commission);

4) a representative of the local self-government body in the field of education;

5) representatives of public associations in the field of education;

6) representatives of the pedagogical or parental community (by agreement);

7) independent experts in the field of education (by agreement).

8. These Regulations provide definitions and terms used in the following meanings:

1) automated information system "Mugalim" (hereinafter referred to as AIS "Mugalim") – an integrated system designed for collecting, storing, processing, and analyzing data about pedagogical workers and employees of educational organizations.

2) appeal – the procedure for checking the results of testing based on a written application from the candidate;

3) probation period – the period during which the employer assesses the professional qualities of the head of the educational organization;

4) qualification requirements – established requirements for the level of education, field of training, work experience, and necessary knowledge for performing the duties of the head of the educational organization.

5) qualification testing – the procedure for assessing the level of competence of the candidate using transparent criteria;

6) competition – the procedure aimed at evaluating the competencies of candidates for filling the vacant position of the head of the educational organization.

7) candidate – an individual wishing to participate in the competition for filling the vacant position.

8) users of AIS "Mugalim" – representatives of educational organizations, students, and their parents who have access to the system.

9) SMEV "Tündük" – the system of interdepartmental electronic interaction.

10) candidate's competencies – the totality of knowledge, skills, and abilities for performing job duties.

11) personnel reserve – a database of candidates who have successfully passed the testing for filling vacant positions.

12) electronic certificate – a document confirming successful completion of testing.

2. Stages of Conducting the Competition, Requirements for Candidates, and the Procedure for Submitting Documents for Participation in the Competition

8. The competition for filling vacant positions is conducted for all vacant positions in state and municipal educational organizations.

9. The competition procedure includes the following stages:

1) submission of an application in electronic form through AIS "Mugalim";
2) conducting testing and determining the list of candidates for the reserve;

3) announcement of vacant positions;

4) determining candidates from the reserve for vacant positions;

5) appointment and dismissal of the head of the educational organization.

10. Citizens of the Kyrgyz Republic who meet the following requirements are allowed to participate in the competition:

1) having higher education in a pedagogical specialty, and for heads of organizations – specialized higher education;

2) having work experience in the field of education of at least 5 years or in a managerial position of at least 2 years;

3) possessing knowledge of the legislation of the Kyrgyz Republic in the field of education;

4) having management skills in educational organizations;

5) being legally capable and having no criminal record;

6) having no medical contraindications for performing job duties;

7) having no conflict of interest;

8) having no record of dismissal from a similar position on grounds related to violation of labor discipline;

9) having no active court ban on pedagogical activities.

11. Candidates submit an electronic application through AIS "Mugalim," filling out a form with a list of necessary documents.

12. The application is submitted after authorization in the AIS "Mugalim" system through the Unified Identification System of the Kyrgyz Republic.

13. After authorization, the candidate's data is automatically generated in the profile in AIS "Mugalim" based on information from state systems.

14. Information about education and work experience is generated automatically; if necessary, the candidate uploads copies of documents.

15. Information about the presence of a criminal record and medical restrictions is checked with authorized bodies.

16. If the documents meet the requirements, the "Application for Testing" function is activated.

17. The Department checks the compliance of the documents within 10 working days; applications are accepted no later than 10 days before testing.

18. If the requirements are met, the candidate receives a notification about the date and time of testing.

19. A candidate may be denied participation in testing for the following reasons:

1) non-compliance with qualification requirements;

2) discrepancies in the submitted documents and actual information.

20. Notifications of denial are sent through AIS "Mugalim" to the candidate's personal account within 10 working days after the application is submitted.

21. A candidate who has worked for more than 10 years in the same position cannot participate in the competition for that same position.
3. Procedure for Conducting Testing

22. Testing is conducted in electronic format to assess the level of knowledge of candidates.

23. The Department organizes testing, establishes forms and threshold scores.

- forms and updates the database of test tasks;

- registers candidates admitted to testing;

- organizes the conduct of testing;

- processes the results of testing;

- issues test results to candidates;

- publishes competition results on the websites of the authorized body and in AIS "Mugalim".

24. Among candidates who meet the requirements, a list for testing is formed.

25. Test results are displayed immediately after completion.

26. Based on the results of testing, candidates receive electronic protocols indicating the scores obtained.

27. The Department prepares protocols with the results and sends them to the authorized body.

28. Information about the results of testing is entered into AIS "Mugalim" with the indication of scores obtained.

29. Candidates who score threshold points are included in the personnel reserve and receive electronic certificates.

30. The personnel reserve is automatically formed in AIS "Mugalim" based on the results of testing.

31. When vacant positions arise, filling is done from among candidates included in the personnel reserve.

32. If violations are detected during testing, the results may be annulled.

33. A candidate has the right to submit an appeal if they disagree with the results of testing.

34. The appeal is submitted within one hour after testing.

35. The Department provides the results of testing for consideration of the appeal.

36. The consideration of the appeal includes checking the correctness of processing the results of testing.

4. Procedure for Announcing Vacant Positions and Determining Competition Winners

37. Vacant positions are announced monthly on the official website of AIS "Mugalim".

38. A candidate can apply for only one vacant position.

39. Candidates from the reserve receive notifications about vacancies in their personal account.

40. Appointment to the vacant position is made from the candidate with the highest score.

41. In the case of equal scores, preference is given to the candidate with more management experience.

42. If a candidate does not pass the competition, they may reapply in the following month.

43. If a candidate has been appointed to a position, their participation certificate is annulled.

44. If the vacancy was not filled, the information is retained and will be posted in the following month.

45. If violations of the competition are detected, the results may be annulled.

46. The portfolio of the competition winner is sent to the personal account of the responsible employee for preparing the draft order of appointment.

47. The winner is required to appear at the territorial department within 3 working days to submit an application for employment.

48. If the winner does not appear within the deadline, the vacancy becomes available again.

49. The head is appointed for 5 years with a probation period of 6 months.

50. Heads who do not pass the probation period may participate in the competition after a year.

51. The powers of the head may be terminated in case of unsatisfactory results of the probation period.

52. Termination of the employment contract is carried out in accordance with the labor legislation of the Kyrgyz Republic.

53. The execution of the duties of the vacant position is entrusted to one of the deputy heads until a new head is appointed.

6. Responsibility of Competition Participants and Organizers

54. Candidates and organizers are responsible for complying with the requirements of these Regulations.

55. Candidates are responsible for providing false information.

56. Members of the Commission and Department employees are responsible for the objectivity and confidentiality of information about candidates.

57. Attempts to interfere with the testing system will be prosecuted by law.
