The State Committee for National Security (SCNS) responded to the proposal to create an interdepartmental commission to review criminal cases that have been investigated over the past five years.
In an official comment, it is emphasized that there is a legally established procedure for such actions.
According to the Constitution of the Kyrgyz Republic, state power is based on the principle of separation of functions and powers of government bodies.
As stated in the criminal procedure legislation, oversight of the legality of investigative actions is entrusted to the prosecutor's office, while the administration of justice belongs solely to the judicial authorities.
According to Article 8 of the Criminal Procedure Code of the Kyrgyz Republic, the review of sentences and other court decisions is possible exclusively in the manner established by the Criminal Procedure Code of the Kyrgyz Republic, and procedural decisions made by the investigator can be reviewed and overturned by the supervisory authority.

In this context, the proposal to create a commission to review criminal cases contradicts constitutional norms, as the legislation strictly prohibits interference in the investigative and judicial process, the statement notes.

Furthermore, in accordance with the directive of the country's president, a reform is being carried out in the SCNS that encompasses all aspects of the committee's work. The main goal of the reform is to adapt the authorities to modern challenges, improve operations in the field of intelligence and counterintelligence, combat terrorism and extremism, as well as eradicate corruption and ensure information and economic security.

The press release emphasizes that the SCNS conducts its activities strictly within the framework of the law and respects the rights and freedoms of citizens guaranteed by the Constitution.

On February 10, the President of the Kyrgyz Republic, Sadyr Japarov, signed a decree relieving Kamchybek Tashiev from the position of Deputy Prime Minister - Head of the SCNS.

After that, significant personnel changes occurred in the committee.

Structural changes were also made, resulting in the border service being removed from the SCNS.

Based on the ninth service of the SCNS, the State Guard Service under the President of the Kyrgyz Republic was created.

It is reported that after the approval of the new head of the agency, the special services expect serious reforms and a return to their core functions.
