Dastan Bekeshev: Legal Machinations Over District No. 13 - We Need to Find a "Scapegoat," or Else the Voter is to Blame

"Voters and candidates are right in some ways — they have little opportunity to influence the process"
Deputy of the Jogorku Kenesh Dastan Bekeshev expressed dissatisfaction with the situation surrounding the elections in district No. 13, making a corresponding statement on social media.
The parliamentarian noted that with the current legal manipulations occurring in the district, it will not be possible to ensure high voter turnout in the elections.
According to him, both voters and candidates have grounds for dissatisfaction: "The election results can be annulled at the discretion of the authorities, and then announced again, which creates complete chaos."
Bekeshev emphasized that those responsible for such events must be held accountable.
He added: "It is necessary to find a 'scapegoat.' Otherwise, all the blame will fall solely on the voters, who, believing in the elections, come to participate. Candidates also waste time and resources."
"I intend to exclude from the election bill provisions that stimulate voter participation. This will lead to nothing positive," the deputy concluded.
It is worth noting that the Central Election Commission (CEC) reviewed its previous decision to annul the election results in district No. 13 and canceled it. As a result, the deputies became Aibek Altynbekov, Talant Mamytov, and Aigul Karabekova, who received the highest number of votes. It was also decided to cancel the repeat elections.
Recall that in November 2025, the CEC refused to recognize the election results in this district due to a scandal related to the installation of video cameras at polling stations by observers of one of the candidates, Bakyt Sydykov.
