Talant Mamytov: According to the Constitution, one person is not responsible for the actions of another

The Central Election Commission reviewed the results of the elections to the Jogorku Kenesh in the multi-mandate district No. 13. As a result, the commission recognized the elections as valid and annulled the results for candidate Bakyt Sydykov.

The reason for the review was the materials from an investigation conducted by the Ministry of Internal Affairs of Kyrgyzstan. According to law enforcement agencies, suspicions arose regarding the installation of mobile devices at polling stations, which was linked to supporters of Bakyt Sydykov. No criminal cases were initiated against other candidates.

The CEC canceled its previous decision to annul the voting results and confirmed that the elections took place. The results for Bakyt Sydykov were annulled, and repeat elections in the district will not be scheduled.

As a result of the recount, deputies of the Jogorku Kenesh were recognized as elected: Talant Mamytov, Aibek Altynbekov, and Aigul Karabekova. Nine members of the CEC voted for this resolution, while two opposed it.

During the meeting, Talant Mamytov, speaking as a candidate for deputy, emphasized that the Constitution excludes the possibility of collective responsibility.

“According to the Constitution, everyone is responsible for their actions. We, the candidates, have long awaited a fair decision. Earlier, complaints were submitted, and three statements were registered. All candidates were in equal conditions, all paid a deposit and incurred expenses,” he noted.

According to Mamytov, new information became available only after the official conclusions of the investigative bodies.

“We are not investigative bodies. Today we were provided with specific data, including video recordings, which confirm that the filming equipment was installed by supporters of one of the candidates. We ask you to take these new facts into account and make a legal and fair decision that protects the rights of all participants in the elections,” he added.

Let us remind you that the early parliamentary elections in Kyrgyzstan took place on November 30, 2025.

In district No. 13, 65,016 voters were registered. 30,000 people voted, which constituted 39.44% of the total number. A total of 14 candidates ran in the district.

According to the voting results, Bakyt Sydykov received 17,397 votes, while Aibek Altynbekov came in second with 13,477 votes. Among female candidates, Aigul Karabekova received the highest number of votes — 8,839. Talant Mamytov earned over 12,000 votes.
