Bekeshev criticized the situation with district No. 13: We need to find a "scapegoat"

Dastan Bekeshev, a deputy of the Jogorku Kenesh, expressed dissatisfaction with the repeated revision of the election results in district No. 13, which, in his opinion, undermines citizens' trust in the electoral process and may lead to a decrease in voter turnout.

In his address, Bekeshev emphasized that such "legal manipulations" hinder the increase in voter activity. He noted that under current conditions, voters and candidates find themselves in a deadlock, as the election results can be canceled or altered.

The deputy stated: "If they want, they can cancel the election results, hold repeat elections, or reannounce the canceled results," he added.

He also pointed out the need for personal accountability for such actions; otherwise, he said, the blame falls on the voters who hope for elections, as well as on the candidates who invested resources and time in the election campaign.

"It is important to hold specific individuals accountable. We need to find a 'scapegoat'; otherwise, only the voters who believed in the elections will be held responsible," he concluded.

In this regard, Bekeshev announced that he plans to exclude from the election bill provisions that encourage citizen participation in voting, as he believes such measures "will bring no benefit."

It is worth noting that earlier, the Central Election Commission reviewed its decisions regarding the early elections in the multi-mandate district No. 13. At the meeting on February 13, the CEC canceled its previous resolution and recognized the elections as valid.

As a result, the deputies recognized Aibek Altynbekov, Talant Mamytov, and Aigul Karabekova, while the voting results for one of the candidates, Baktybek Sydykov, were declared invalid. The decision to hold repeat elections scheduled for March 1 was also canceled.

This decision was the result of appeals from candidates and the consideration of new facts revealed during the criminal investigation. According to the investigation, violations related to the placement of phones at polling stations were committed by supporters of one of the candidates.

Earlier, on December 3, 2025, the CEC annulled the registration of all 14 candidates in district No. 13 due to identified violations concerning the installation of surveillance cameras at polling stations, which violated the secrecy of voting. Subsequently, repeat elections were scheduled, in which 23 candidates registered.
