Marlena Mamataliyeva Elected Speaker of the Jogorku Kenesh

At the meeting of the Jogorku Kenesh, the deputies elected Marlene Mamatalieva as the speaker. 77 parliamentarians voted for his candidacy, five voted against, and one ballot was invalid, while another four were annulled due to damage.

Marlene Mamatalieva was the only candidate for this position.

Brief Biography of Marlene Mamatalieva


Marlene Mamatalieva was born on March 24, 1981, in Bishkek. He completed his studies at the Kyrgyz Technical University named after I. Razakov with a degree in information technology and at the Kyrgyz Economic University, where he studied finance and credit. He also studied at the Civil Service College in Singapore under a program for human resource management in public service. In addition, Marlene graduated from the Kyrgyz National University named after J. Balasagyn, obtaining a legal education, and also underwent training at the Russian Academy of National Economy and Public Administration under the President of the Russian Federation, where he received a qualification in public administration.

From 2003 to 2006, he worked at the Social Fund of the Kyrgyz Republic and at the Ministry of Economy and Finance.

From 2007 to 2008, he held the position of assistant to the ministers of finance and economic development and trade of the Kyrgyz Republic. In 2009, he became an advisor to the first deputy prime minister.

From 2010 to 2011, he headed the secretariat of the parliamentary faction "Ar-Namys" in the Jogorku Kenesh, and then, from 2011 to 2012, he held the positions of state secretary and head of the department of the Ministry of Economic Regulation. In 2012, he led the real sector department of the Office of the Government of the Kyrgyz Republic.

From 2013 to 2018, Marlene worked in the private sector, including as the general director of the Asia Mall shopping and entertainment center.

Since 2021, he has been a deputy of the Jogorku Kenesh of the VII convocation and headed the parliamentary faction "Yntymak," as well as the Committee on Budget, Economic and Fiscal Policy. In 2025, he was elected as a deputy of the VIII convocation from the single-mandate electoral district No. 22 (Pervomaisky district of Bishkek), taking second place in the number of votes. Following the work of the VII convocation of the Jogorku Kenesh, he topped the ranking for the number of initiated and adopted laws.
