During the CEC meeting on February 13, the head of the election process organization department, M. Kozhokeeva, reported that the Central Election Commission received a collective appeal from the candidates for deputies in district No. 13: Aibek Altynbekov, Aigul Karabekova, and Talant Mamytov, who participated in the early elections to the Jogorku Kenesh on November 30.
According to Kozhokeeva, they are requesting a reconsideration of CEC Resolution No. 161 regarding the voting results of the early elections on December 3, citing new circumstances revealed in the context of a criminal case. To objectively assess the situation, the CEC sent a request to the Ministry of Internal Affairs for relevant information.
Ministry representative Mavlyanov reported that during the investigation, it became known that supporters of candidate Baktybek Sydykov illegally installed phones at polling stations. Charges have already been brought against them, while no criminal cases have been initiated against other candidates.
For his part, Mamytov emphasized that he acted within the law and did not commit any violations. "The phones are not ours. We demanded to find the guilty and awaited a fair decision. We should not be held accountable for the actions of others. New facts have come to light, and we ask to protect our rights," he noted.
The chairman of the Central Election Commission, Tynchtyk Shainazarov, stated that the monetary contributions will be refunded.
This decision was supported by nine members of the CEC, while two members, Kabylbek Mambetaipov and Nurlan Koychukeev, opposed it.It is worth noting that on December 3, 2025, the CEC reviewed cases of violations in electoral district No. 13, where 94 polling stations were established. There are 160,340 registered voters in the district, and 14 candidates participated in the early elections. During the verification process, it was found that representatives of candidates, registered as observers at 35 polling stations, illegally installed cameras on election day, thereby violating the secrecy of the vote. As a result, the CEC annulled the registration of all 14 candidates who participated in the elections.
For the repeat elections, 23 new candidates were registered.
