The head of the election process organization department, M. Kozhokeeva, reported that a collective statement had been received by the Central Election Commission from Aibek Altynbekov, Aigul Karabekova, and Talant Mamytov, who participated in the early elections to the Jogorku Kenesh on November 30.
The candidates are requesting a review of the CEC resolution No. 161 regarding the voting results from December 3, citing new circumstances revealed in the materials of the criminal case. For an objective consideration of the issue, the CEC sent a request to the Ministry of Internal Affairs for the necessary information, as noted by Kozhokeeva.
Ministry of Internal Affairs representative Mavlyanov reported that during the investigation, it was established that supporters of candidate Baktybek Sydykov illegally installed phones at polling stations. They have been charged, but no criminal cases have been initiated against other candidates.
Talant Mamytov himself emphasized that he acted within the law and is not responsible for the actions of others. "The phones are not ours. We asked to find out who is to blame. We were waiting for justice and were told that it would take time. We should be accountable for our actions, not for others. New facts have come to light, and we ask to protect our rights," he stated.
Tynchtyk Shainazarov, the chairman of the CEC, added that the contributions will be refunded.
Nine members of the CEC voted in favor of this decision, while two opposed it - Kabylbek Mambetaipov and Nurlan Koychukeev.It is worth noting that on December 3, 2025, the CEC examined violations in constituency No. 13, where 94 polling stations were established. The constituency has 160,340 voters, and 14 candidates for deputies were registered for the early elections. The inspection revealed that observers from some candidates illegally installed cameras at 35 polling stations, violating the secrecy of the vote. As a result, the CEC annulled the registration of all 14 candidates who participated in the elections.
For the repeat elections, 23 new candidates were registered.
