Kyrgyzstan: Personnel Changes from February 2 to 6

Over the past week, several significant changes in personnel have occurred in Kyrgyzstan.

Two deputy ministers of science, higher education, and innovations have been released from their posts.


The First Deputy Minister Aibek Chotonov and his colleague Nurlan Omurov left their positions voluntarily. Both had been in these roles since July 3, 2025.

Talgat Umetaliev has been appointed as the Deputy Minister of Transport and Communications.


Previously, he served as the Deputy Chairman of the Financial and Credit Fund under the Ministry of Finance of the Kyrgyz Republic.

Damirbek Bikulov has been relieved of his duties as the Deputy Head of the National Investment Agency.


He held this position since August 19, 2024.

Mukhtar Sherbaev has become the Akim of the At-Bashinsky District of the Naryn Region.


His predecessor Emilbek Abdykalykov was appointed as the Akim of the Chui District.

Before this appointment, Mukhtar Sherbaev worked as the First Deputy Akim of the Ala-Buka District in the Jalal-Abad Region.

Maxsat Jumataev has been appointed as the Deputy Chairman of the State Penitentiary Service.


He also heads the Department of Security and Convoy.

Maxsat Jumataev was born on March 30, 1977, and prior to his appointment, he served as the Deputy Head of the Department of Material and Technical Support of the State Penitentiary Service.

Almazbek Isakov has been appointed as the Mayor of Kara-Balta.


He holds the rank of police lieutenant colonel and was previously the head of the traffic safety department in the Internal Affairs Directorate of the Talas Region. The former mayor, Azat Salmurbek uulu, has been relieved of his position.

Erkin Toktomambetov has been appointed as the Director of the Higher School of Justice.


He took this position after Anarkhan Bazaralieva left it two months ago. Erkin Toktomambetov has a higher legal education and held leadership positions in the Higher Arbitration Court and the Arbitration Court of the Chui Region from 1997 to 1999. From 1999 to 2008, he served as the Deputy Chairman of the Chui Regional Court, after which he became the Chairman of the Pervomaisky District Court of Bishkek.

From 2009 to 2012, he also held the position of Deputy Chairman of the Supreme Court. In 2008, Toktomambetov was elected as a member of the Council of Judges of Kyrgyzstan and became its Deputy Chairman.

Akyilbek Eshimov has been elected as the President of the Federation of Kok-Boru of Kyrgyzstan.


Previously, he was a deputy of the Jogorku Kenesh from 2011 to 2015, and then headed the Federation of Alys Kurosh from 2015 to 2022. In recent years, Eshimov has led the Kara-Suu Federation of Kok-Boru.

It is worth noting that in December 2025, his predecessor Ramis Junusaliev was detained on suspicion of fraud.

Indira Sharshenova has been appointed as the Director of the State Enterprise "Single Window" under the Customs Service.


Previously, she held the position of Deputy Director for Digital Development at the State Agency for State Service and Local Self-Government.

The former director, Tilek Asanov, has been relieved of his duties.

Daniyar Ibraimov has taken over as the head of the Sports School for Tennis, Paralympic, and Strength Sports in Bishkek.


Previously, he worked as the Deputy Director of the Sports School for Weightlifting.
