Kyrgyzstan tightens oversight of the pawnshop market
New standards for pawnshops are being introduced
Reform in the non-banking lending sector has begun in Kyrgyzstan. A decree signed by Prime Minister Adylbek Kasymaliev establishes strict minimum requirements for the operation of pawnshops.
This document is part of a strategy to improve the transparency of the financial market and will apply to all licensed operators in the country.
The new rules concern organizational processes and transparency requirements for legal entities.
A six-month period has been provided for market participants to adapt their business processes to the new state norms.
The decree will come into effect in the second half of February 2026, and experts believe this should lead to the consolidation of the sector and the elimination of unscrupulous small players.
