The project is being implemented as part of a government directive in collaboration with the Ministry of Justice, the Ministry of Internal Affairs, the General Prosecutor's Office, the Supreme Court, and the Department of Probation. During the pilot phase, electronic monitoring was applied in 18 cases of domestic violence: electronic bracelets were used in six cases, while mobile applications were used in twelve. This monitoring will be in effect for three months.
Implementation Process
The basis for the introduction of electronic monitoring was the Law of the Kyrgyz Republic No. 214, which came into force on October 15, 2025, amending the Code of Offenses and the Law "On Protection and Defense Against Domestic Violence."Round-the-clock monitoring allows for real-time tracking of compliance with court-imposed restrictions, quickly identifying violations, and responding to potential threats. Experience shows that electronic monitoring is an effective tool for preventing violence.
In the future, it is planned to use electronic monitoring also when issuing temporary protective orders. This process will gradually expand to all districts of Bishkek and then to the entire territory of Kyrgyzstan.
