Protective Orders with Electronic Monitoring: A New System for Combating Domestic Violence is Being Implemented in Kyrgyzstan

In Kyrgyzstan, a new approach to protecting victims of domestic violence is being launched — protective orders equipped with electronic monitoring. This was reported by the press service of the Ministry of Justice, specifying that the system will include electronic bracelets and mobile applications.
The pilot project was initiated by the government as part of efforts to improve the system's operation and reduce bureaucratic barriers. The implementation involves the Ministry of Justice, the Ministry of Internal Affairs, the General Prosecutor's Office, the Supreme Court, and the Probation Department.

During the pilot phase, electronic monitoring was applied to 18 cases of domestic violence: in 6 cases, electronic bracelets were used, while in 12 cases, a mobile application was utilized. The duration of monitoring can last up to three months.

The system allows for real-time tracking of compliance with court restrictions, promptly recording violations, and responding to potentially dangerous situations. According to the ministry, experience shows that electronic monitoring is effective as a preventive measure.

The legal framework for implementing this system was established by Law No. 214, adopted on October 15, 2025, which amended the Code of Offenses and the law "On Protection and Defense from Domestic Violence."

"In case of violation of the protective order conditions, signals are automatically sent to the monitoring center of the Ministry of Justice, allowing relevant authorities to respond quickly. This center was previously established to serve clients of the probation service and has now expanded its functions to include electronic monitoring in domestic violence cases," the Ministry of Justice explained.

In the near future, electronic monitoring is planned to be used when issuing temporary protective orders. Subsequently, the system will gradually expand to other areas of the capital Bishkek and then to the entire country.
