The Housing Committee removed the bill on limiting the frequency of amendments to the codes from the agenda.

The Committee of the Jogorku Kenesh, which deals with issues of the judicial system, law enforcement, and the fight against crime, decided to exclude from the agenda a bill that proposed amendments to the codes no more than once a year.

During the first reading, the bill was presented by the Minister of Justice Aiaz Bayetov. He noted that this initiative aims to ensure stability in legislation, as frequent changes can lead to confusion and complicate law enforcement. The main goal of the proposal is to increase the predictability and efficiency of the legal system by limiting the frequency of modifications to the codes.

Some deputies expressed their disagreement with the bill, pointing out its contradiction to the Constitution. They suggested refining the document to clearly define the mechanisms that would allow changes to be made to the codes more than once a year.

The chairman of the committee, Bolotbek Borbiev, put to a vote the issue of removing the bill from the agenda for further refinement. He noted: “We are not rejecting it, but removing it from the agenda.”
