Authorities propose to impose strict restrictions on funerals and memorial services

The Cabinet of Ministers has initiated a public discussion on a new draft resolution titled "On Measures to Regulate Family Celebrations and Memorial Rites." This document aims to reduce the financial burden on citizens and lessen social pressure related to traditional events.

Within the proposals, the following key points are highlighted:


  • At weddings and family celebrations, the maximum number of guests should not exceed 200 people, and the slaughter of no more than one cow or horse is permitted.

  • Weddings with more than 350 participants will be prohibited.

  • Fireworks, lavish show programs, and extravagant rituals such as kiyit kiygizuu, sebete beruu, tushtonduuru, and coercion for expensive gifts are banned.

  • On the day of the funeral, it is not recommended to slaughter livestock.

  • Anniversaries (ash) will not be mandatory.

  • For memorial services (after 3, 7, and 40 days), only small livestock or no more than one horse or cow may be slaughtered.


Instead of lavish memorials, authorities advise directing funds towards charity, making donations to mosques, or investing in public needs.

The explanatory note to the draft emphasizes that its main goal is not to restrict traditions but to regulate them, as many families face excessive expenses and are forced to take out loans to maintain their status.

The project also defines the responsibilities of local administrations, including conducting educational work and monitoring compliance with the new rules.
