In Kyrgyzstan, penalties for violations during the import of goods and vehicles into the country have been tightened.
These changes were adopted based on the Law of the Kyrgyz Republic "On Amendments to Certain Legislative Acts of the Kyrgyz Republic in the Field of Taxation, Social Insurance, and Non-Tax Revenues," which came into effect on December 31, 2025.
The innovations concern Article 311 of the Code of Offenses of the Kyrgyz Republic, which deals with the illegal movement of goods and vehicles across the borders of the EAEU states. As a result, the amounts of fines have become:
- for individuals - from 10,000 to 20,000 soms;
- for legal entities - from 28,000 to 65,000 soms.
- for individuals - from 20,000 to 40,000 soms;
- for legal entities - from 65,000 to 100,000 soms.
It should be noted that cases of importing goods without the necessary documents in passenger cars have increased. This is done to avoid control procedures at the "Ak-Zhol" goods accounting point on the Kyrgyz-Kazakh border. In particular, attempts to import goods such as cosmetics, dietary supplements, medicines, tobacco products, mobile phones, vapes, and electronic cigarettes are being recorded.
