Jewelers of Kyrgyzstan granted tax benefits and a moratorium on inspections, - GNS

- In connection with the amendments made to the Tax Code of the Kyrgyz Republic, jewelry companies can now expect a range of tax benefits. This was reported by the press service of the State Tax Service (STS).

These changes were approved on December 31, 2025, as part of the KR Law "On Amendments to Certain Legislative Acts of the Kyrgyz Republic in the Field of Taxation, Social Insurance, and Non-Tax Revenues."

In particular, the exemption from value-added tax now applies to equipment, technologies, reagents, and semi-finished products imported into Kyrgyzstan for jewelry production, as stated in the announcement.

Additionally, the Tax Service noted that the new document provides for the possibility of legalizing the remaining previously imported or produced jewelry made from precious metals. A moratorium on inspections by tax authorities will be in effect for two months from the date of legalization.

Also, on a voluntary basis, the function of testing and hallmarking jewelry will be transferred to domestic manufacturers, allowing them to use their own stamps to confirm the assay, except for the state assay mark.

The changes also affected the Code of Offenses of the Kyrgyz Republic. Liability has been introduced for activities involving jewelry without special accounting, which entails fines of 5000 soms for individuals and 13,000 soms for legal entities.

The STS noted that these measures are aimed at supporting the jewelry industry, reducing production costs, increasing competitiveness, and accelerating the modernization of production processes, as well as creating conditions for the implementation of new technologies and the release of jewelry products that meet international standards.

Background

Previously, according to the KR Law dated July 31, 2025, a single tax rate of 0.25% was established for manufacturers and sellers of jewelry (before that, rates ranged from 2% to 4%).
