The State Tax Service reminds: increased responsibility for violations during the import of goods


The State Tax Service of Kyrgyzstan reminds of the increased responsibility for the illegal movement of goods and vehicles across the borders of the countries participating in the Eurasian Economic Union.

Changes have been made to the Code of the Kyrgyz Republic on Offenses and correspond to the Law of the Kyrgyz Republic "On Amendments to Certain Legislative Acts in the Field of Taxation, Social Insurance, and Non-Tax Revenues," which was adopted on December 31, 2025.

The law strengthens the responsibility under Article 311 of the Code for the illegal movement of goods and vehicles across the border of the EAEU countries. The fines have been increased: for individuals — from 10,000 to 20,000 soms, for legal entities — from 28,000 to 65,000 soms.

In the case of repeated violations within a year, the fines have also increased: for individuals — from 20,000 to 40,000 soms, for legal entities — from 65,000 to 100,000 soms. Additionally, confiscation of goods is provided for.

It should be noted that there have been increased instances of importing goods into Kyrgyzstan without the necessary accompanying documents in passenger cars, which is done to avoid control procedures at the "Ak-Zhol" customs checkpoint located on the border with Kazakhstan.

This area has recorded attempts to import unregistered goods, including cosmetics, dietary supplements, medicines, tobacco products, mobile phones, vapes, and electronic cigarettes.

Considering the recent amendments to the Code on Offenses, the Tax Service urges taxpayers to strictly comply with the legislation to avoid penalties, fines, and other measures provided for by current legislation.
