For the Karakol City Hall, 6 portions of manti were ordered — it all ended with an arrest in Bishkek

In Karakol, a suspect in fraud was detained for posing as a representative of government institutions to deceive owners of catering establishments.

According to the press service of the Interior Ministry of the Issyk-Kul region, on December 22, 2025, a café owner named E.S. reported to the Karakol police department. He stated that an unknown person called him and ordered 6 portions of manti to be delivered to the city hall.

When the food was ready, the "customer" called back and, under the pretext of having no internet, asked to transfer 23,000 soms to his card, promising to return the money in cash upon delivery. After the transfer, the fraudster turned off his phone and disappeared. This incident was recorded in the electronic journal of the Karakol police department, and a preliminary investigation was initiated.

A similar situation occurred on January 29, 2026, when a resident of Karakol named O.E., born in 1994, reported to the police that he also became a victim of fraud. An unknown person called his cafeteria, placed an order, and citing the need for repair work, asked to transfer 7,250 soms, promising to return the money upon receipt of the order. After that, the fraudster stopped responding.

Based on these reports, criminal cases were registered under Article 209 ("Fraud") of the Criminal Code. During operational search activities, officers of the criminal investigation department of the Karakol police established the suspect — T.H., a native of the village of Domor in the Suzak district, born in 1993, who had previously had legal issues.

The suspect was detained on February 16, 2026, in Bishkek. During interrogation, he fully confessed to his guilt. According to the decision of the Karakol city court, he was placed in custody for one month. Currently, additional investigative actions are being conducted to determine T.H.'s possible involvement in other similar crimes.
