According to the agency, on February 2, 2026, a local resident O.K., born in 1998, approached the police with a statement. In his appeal, he reported that on December 21, 2025, a foreign citizen M.A., to whom he had transferred 5,000,000 soms for the completion of a guest house, had not yet returned the money. O.K. requested the law enforcement agencies to intervene.
Based on this appeal, a criminal case was registered under Article 209 of the Criminal Code of the Kyrgyz Republic ("Fraud") in the Unified Register of the Karakol City Department of Internal Affairs.
As part of the operational and preventive measure "Extremist," officers of the Karakol City Department of Internal Affairs detained the suspect M.A., born in 1981, who was mentioned in the statement, and transferred him to the investigative authorities.
During the investigation, it was revealed that M.A. had illegally employed seven foreign citizens in construction without the necessary permits. Fines were imposed on them, and explanatory talks were held.
During the preliminary interrogation, the suspect admitted his guilt. The Karakol court imposed a 15-day arrest on him.
Currently, investigative activities continue to identify other similar cases.
Additionally, during the "Extremist" operation, samples of signatures were collected from six citizens registered with the service for countering extremism and illegal migration of the Karakol City Department of Internal Affairs, and explanatory talks were conducted.
Also, a member of the non-traditional religious movement "Salafism," a resident of Karakol M.F., born in 1987, who was also registered, voluntarily handed over his registered smoothbore hunting shotgun "TOZ-34" of 12 gauge to the law enforcement officers.
In total, during the event, 14 individuals were placed in the Karakol City Department of Internal Affairs, and appropriate actions were taken with them," the agency reports.
