In the Kadamjay District, the court changed the preventive measure for a man detained in a case involving the possession of a substance with a specific odor.
A criminal case was initiated under Article 283 ("Illegal manufacture of narcotic drugs, psychotropic substances, and their analogs without the purpose of sale") of the Criminal Code of the Kyrgyz Republic.
According to relatives of the suspect, based on the court's decision from February 17, the detention was replaced with house arrest. Additionally, the judicial proceedings have been temporarily suspended until the results of the appointed examinations are received.
During the hearing, the defendant's lawyers submitted two motions, which were fully granted by the court. The defense referred to K.M.'s health condition and the fact that the charges fall under the category of minor offenses. The court found the arguments to be justified. Recordings from the body cameras of the police officers who made the arrest have been sent to Bishkek for phonoscopic and acoustic examinations.
Turmush reported that the incident occurred on October 1, 2024, in the village of Kok-Talaa in the Kadamjay district. According to the investigation, police officers arrived at K.M.'s house to check on child support payments, but during the inspection of the yard, they discovered "a plant with a specific smell." Based on this, a criminal case was initiated under Article 283 of the Criminal Code of the Kyrgyz Republic ("Illegal manufacture of narcotic drugs, psychotropic substances, and their analogs without the purpose of sale").
Relatives of the defendant express doubts about the objectivity of the initial investigative actions. K.M.'s wife claims that there was psychological pressure from the police demanding a confession in exchange for "leniency," while the defendant's sister points to procedural violations during the investigation. Neighbors and close ones also state that K.M. has never been involved in illegal activities.
Despite the seriousness of the charges, K.M.'s relatives have positively characterized the current course of the process, noting the professionalism and impartiality of the judge, who decided to thoroughly examine the recordings from the video recorders. It is expected that the proceedings will resume after receiving official conclusions from Bishkek.
