In Kyrgyzstan, a decision has been made to liquidate the last 6 settlement colonies.
This measure is part of a broad reform aimed at simplifying and optimizing the state management system.
The liquidation process occurred in stages. In 2025, amendments were made to the legislation, after which the first group of settlement colonies was closed.
On January 28, 2026, the final stage of the decision to close the second group of institutions was adopted, including institutions No. 26, 42, 43, 44, 45, and 52.
The law, adopted on July 31, 2025, under number 181, became the legal basis for these changes, excluding settlement colonies from the Criminal Executive Code.
The Ministry of Justice explained that the reform aims to implement a more modern and effective approach, which allows for the avoidance of duplication of functions with probation, rational use of budgetary funds, and guarantees the protection of the rights of employees of the closing institutions.
