In Kyrgyzstan, the work of six settlement colonies has been completed, as they have lost their significance as a form of correctional institutions.

This measure is part of a broad reform aimed at simplifying the system of public administration, as reported by the Ministry of Justice.

The process of liquidation took place in stages. In 2025, amendments were made to the relevant codes and regulatory legal acts, after which the first group of settlement colonies was closed.

The second stage of liquidation, which affected institutions No. 26, 42, 43, 44, 45, and 52, was approved on January 28, 2026.

The basis for these changes was Law No. 181 of July 31, 2025, which excluded settlement colonies from the Criminal Executive Code of the Kyrgyz Republic.

The goal of the reform is to create a more modern and effective approach that eliminates the duplication of functions with probation, rationally uses budgetary funds, and guarantees the rights of employees of the liquidated institutions.
