In Kyrgyzstan, the last settlement colonies are being liquidated

The Ministry of Justice announced the decision to close the last six settlement colonies, which no longer meet the modern requirements of correctional institutions.
This measure is part of a comprehensive reform aimed at simplifying the state management system.

The liquidation process was carried out in stages: changes to the relevant laws and regulations were made in 2025, after which the first group of settlement colonies was closed.

On January 28, 2026, a decision was made to close the second group of institutions, including No. 26, 42, 43, 44, 45, and 52.

The foundation of these reforms was Law No. 181 dated July 31, 2025, which excluded settlement colonies from the Criminal Executive Code of Kyrgyzstan.

The goal of the reform is to implement a more modern and effective approach to the system of correctional institutions, which will help avoid duplication of functions with probation, optimally use budgetary resources, and ensure the protection of the rights of employees of the closed institutions.
