The initiatives to liquidate settlement colonies are aimed at reforming the correctional institution system, which became possible due to the Law of July 31, 2025, No. 181, which excluded these institutions from the Criminal Executive Code of Kyrgyzstan.
The Ministry of Justice emphasizes that these changes will provide a more modern and effective approach to the correctional system, avoiding duplication of functions related to probation and using budgetary funds rationally. An important aspect of the reform is also the protection of the rights of employees of the institutions that are to be liquidated.
