Asanov noted that animal owners and veterinarians need to be more attentive to the process of re-registering livestock during its sale. He explained that often when checking the identification number on the ear tag, it turns out that the registered owner of the animal lives in another district, as the information was not updated after the resale.
“At the meeting of the working group, it was emphasized that most traffic accidents in the region occur on the Bishkek—Osh highway. In particular, in the Toktogul district, 80% of accidents are related to overtaking maneuvers, while the remaining 20% are due to the unexpected appearance of livestock on the road. However, in 60-70% of such cases, it is not possible to find the owner, as the information in the database is outdated. Therefore, owners should remove their animals from the veterinary register upon sale, and new owners should re-register them in the registry. It is important for veterinary services to conduct explanatory work among the population,” added the akim.
Earlier, in 2025, 739 traffic accidents were registered in the Jalal-Abad region.
Legislative regulation of animal marking, including the assignment of a unique identification number, was implemented in the early 2010s in Kyrgyzstan. In particular, in 2014, the Jogorku Kenesh adopted the law "On Animal Identification," which became the basis for the implementation of this procedure. According to this document, the following is provided:
— marking of animals (ear tags, chips);
— registration in a unified state register;
— assignment of a unique identification number to each animal.
