The Ombudsman reported gross violations at the temporary detention center for foreigners
According to her statements, staff from the ombudsman’s office encountered refusals to access the center's territory twice, which is considered a violation of the constitutional law "On the Ombudsman of the Kyrgyz Republic." These incidents are perceived as a troubling signal indicating possible attempts to conceal violations.
After the intervention of the General and Military Prosecutor's Offices, an inspection took place on November 3, 2025. The monitoring results showed unsatisfactory detention conditions: heating was absent in most rooms, air conditioners were out of order, toilets inside the building were closed, and detainees had to use outdoor bio-toilets and temporary showers in tents.
Furthermore, foreign detainees were forced to cook food outside. They were not provided with adequate nutrition, were deprived of access to communication and legal assistance—phones were confiscated, and there was no way to contact lawyers, relatives, or interpreters. These facts violate the Constitution of the Kyrgyz Republic and the Law "On Guaranteed State Legal Assistance."
Following the inspection, the ombudsman appealed to the Cabinet of Ministers demanding the elimination of the identified violations. However, in December 2025, during a repeated attempt to conduct an inspection, the staff of the ombudsman’s office again faced obstacles: they required additional permission to access the center. The materials were sent back to the General Prosecutor's Office.
The Ombudsman’s Institute called on the Ministry of Internal Affairs to take action against officials who obstruct the lawful activities of the ombudsman and ensure transparency in the center's operations.
