The Ombudsman Revealed Shocking Conditions in the Isolation Facility for Foreigners
On October 28, 2025, staff from the institute arrived to check compliance with the rights of foreign citizens, but they were once again denied access. In this regard, a report on the denial of access was drawn up and sent to the General Prosecutor's Office. After reviewing this report, the Military Prosecutor's Office intervened and issued a recommendation to eliminate the violations, which led to disciplinary action against the responsible official.
Only after this, on November 3, 2025, the Ombudsman Institute was able to conduct an inspection. The monitoring results revealed serious problems: at the time of the inspection, there were 160 people in the center, and the sanitary and hygienic conditions were deemed unsatisfactory, as the internal toilets were closed, and only three portable toilets were available outside.
The center lacked a heating system, and air conditioners worked only in four rooms, leaving most of the premises cold. The shower cabins were temporary structures set up outside.
Additionally, foreigners prepared their own food outside, indicating inaction by the responsible parties, as there is a designated cook at the facility, but he is not fulfilling his duties.
The Ombudsman also noted that detainees are deprived of access to legal assistance: their mobile phones have been confiscated, and other means of communication are prohibited. This prevents them from communicating with relatives, lawyers, and translators, violating Article 61 of the Constitution of the Kyrgyz Republic and Article 13-1 of the law "On Guaranteed State Legal Assistance".
As a result of the monitoring, the Ombudsman Institute sent an official appeal to the Cabinet of Ministers proposing measures to address the identified violations.
In December 2025, a new appeal was received from the lawyers of the detained foreigners, and staff once again went to the inspection site. However, they were again denied access and a meeting with the applicants, requiring additional permission. In this regard, a new report was drawn up and sent to the General Prosecutor's Office.
The Ombudsman Institute calls on the Ministry of Internal Affairs to take action against officials who obstruct the lawful activities of the Ombudsman and do not ensure transparency in the operation of the temporary detention center for foreign citizens.
