The committee approved the initiative to reduce the number of members of the Central Election Commission of the Kyrgyz Republic.
As reported by deputy Nurbek Sydygaliev, the new version of the draft law proposes to reduce the number of CEC members from 12 to 7. Of these, three members will be appointed by the president, and four will be elected by the Jogorku Kenesh. According to him, these changes are aimed at optimizing the state apparatus, improving coordination, and enhancing the efficiency of decision-making, as well as reducing budget expenditures. During the second reading, there is also a proposal to consider increasing the number of CEC members from 7 to 8 to avoid conflicts of interest.
Tynchtyk Shainazarov, head of the CEC, expressed the opinion that reducing the number of members would not affect the functioning of the commission.
In response to a question from deputy Dastan Bekeshev about the distribution of quotas among the five deputy groups, Nurbek Sydygaliev explained that one of the groups would have to give up its right to nominate candidates.
Dastan Bekeshev suggested developing clear criteria for selecting CEC members, with the aim of forming a professional and experienced team capable of working effectively in the field of electoral legislation.
The draft law was approved by the deputies in the first reading.
