Rosakkreditsiya Suspended the Action of 48 Certificates and 2 Declarations from Kyrgyz Accreditation Bodies in 3 Months
Since the beginning of 2026, the share of certificates issued by Russian applicants through domestic certification bodies has increased from 28.9% to 40.3%. In the segment of products manufactured in Russia, this figure has risen from 43.7% to 62.4%.
The ministry attributes this to measures aimed at regulating the certification market.
Since 2020, against the backdrop of many foreign brands leaving Russia, steps have been taken to prevent shortages of goods. As part of the "anti-sanctions package," a simplified declaration procedure was introduced. Starting in 2024, the focus has shifted to product safety and market legalization.
As a result, a significant portion of certificates was issued through other EAEU states: according to last year's results, only a third of products were certified in Russia.
However, as of December 1, Rosakkreditatsiya suspended the validity of 48 certificates and 2 declarations issued by certification bodies in Kyrgyzstan.
The share of Russian certificates issued according to the protocols of EAEU laboratories has also decreased — from 2.4% in 2025 to 1.7% in 2026.
Context of the Situation
In June 2025, the Minister of Economic Development of Russia, Maxim Reshetnikov, reported a significant increase in the number of Kyrgyz certificates in the Russian market.
The ministry noted that certificates from EAEU countries often turn out to be "not very high quality." In 2024, the number of Kyrgyz certificates in the Russian market amounted to 250,000.
This statement was responded to by the Ministry of Economy of Kyrgyzstan, pointing out the need for monitoring and evaluating the work of accredited certification bodies.
As of November 30 2025, a new government decree came into force in Russia, granting control bodies and Rosakkreditatsiya the right to suspend the validity of certificates and declarations on their territory if the goods do not meet the safety requirements of the EAEU technical regulations or if the necessary documents for their issuance are absent.
At the meeting of the EAEU Intergovernmental Council in December 2025, the prime ministers of the member states expressed their intention to continue the fight against unjustifiably issued certificates within the framework of the EAEU.
In February and March 2026, Russia suspended the validity of certificates from four accreditation bodies from Kyrgyzstan on its territory, citing repeated gross violations in the issuance of conformity documents. According to data from the FSA, in 2025 these organizations issued more than 10-15.5 thousand certificates.
