This decision will remain in effect for one year. The reason for this action was multiple (more than three times within a year) instances of issuing certificates with serious violations.
“The products that were accompanied by problematic certificates include: children's construction sets, toy cars, mechanical toys, plastic figures, board games, as well as children's clothing and footwear, hats, and ATVs. In some cases, there were recorded exceedances of phenol and formaldehyde content,” the Rosakkreditatsiya reported.
The Federal Accreditation Service of Russia has suspended the certificates of the following organizations:
LLC "Certification Center 'Muras'" (reg. number KG417/KCA.OSP.046);
LLC "Certification and Testing Center" (reg. number KG417/KCA.OSP.026);
LLC "Expert-Line" (reg. number KG417/KCA.OSP.053).
It should be noted that in 2025, these organizations issued more than 15,500 certificates for Russian companies.
“The decision made is part of a set of measures aimed at combating violations in the field of certification,” noted the Deputy Minister of Economic Development of the Russian Federation, Alexey Khersontsev.
“These actions are aimed at increasing trust in the conformity assessment system within the EAEU, protecting honest businesses and consumers, as well as encouraging all Union countries to improve quality standards,” he added.

Background
In June 2025, the Minister of Economic Development of Russia, Maxim Reshetnikov, reported a significant increase in Kyrgyz certificates in the Russian market.
The ministry also expressed concern about “not very high-quality” certificates from EAEU countries. In 2024, the number of Kyrgyz certificates in the Russian market reached 250,000.
In response, the Ministry of Economy of Kyrgyzstan pointed out the need for monitoring and evaluating the work of accredited certification bodies.
As of November 30 2025, new rules came into force in Russia, allowing state control bodies and Rosakkreditatsiya to suspend the validity of certificates and declarations if the products do not meet the mandatory safety requirements of the technical regulations of the EAEU or if there are no documents based on which the certificates or declarations were issued.
At the December meeting of the EAEU Intergovernmental Council in 2025, the leaders of the governments of the five countries emphasized that the fight against unjustifiably issued certificates within the EAEU will continue.
