The Memorandum of Understanding was signed on December 4, 2025, in Islamabad and subsequently approved by Resolution No. 92, signed by the Chairman of the Cabinet of Ministers Adylbek Kasymaliev on February 12, 2026.
The Ministry of Economy and Commerce of the Kyrgyz Republic has become the authorized body for the implementation of this document.
For the memorandum to come into effect, the Ministry of Foreign Affairs of Kyrgyzstan is obliged to notify the Pakistani side of the completion of all necessary internal procedures.
The memorandum provides for the following areas:
- support for increasing tourist flows between the two countries;
- development of partnerships between tour operators;
- attraction of investments in the tourism sector;
- exchange of statistical data, experience, and experts;
- organization of familiarization trips, including representatives of the media;
- participation in international exhibitions and forums;
- conducting seminars and training courses;
- promotion of tourist destinations of both countries.
The parties agreed that each of them will bear their own expenses for the implementation of activities unless otherwise agreed.
The memorandum comes into effect after the exchange of diplomatic notes on the completion of internal procedures. The document is valid for 5 years, with automatic renewal for similar terms; however, it can be terminated with a prior notice of 6 months.
This document was published in the newspaper "Erkin Too" on February 20, 2026, and comes into effect 10 days after publication.

MEMORANDUM
on mutual understanding for cooperation in the field of tourism between the Cabinet of Ministers of the Kyrgyz Republic and the Government of the Islamic Republic of Pakistan
Islamabad, December 4, 2025
The Cabinet of Ministers of the Kyrgyz Republic and the Government of the Islamic Republic of Pakistan, hereinafter referred to as the "Parties," striving for effective development of cooperation in the field of tourism, hospitality, and investments, which are the foundation of economic growth, have concluded this Memorandum, hereinafter referred to as "MoU," on the following.
Article 1.
The Parties will strive to develop and strengthen cooperation in the field of tourism on the basis of mutual benefit, respecting the laws and regulations of each Party.
Article 2.
The Parties will interact in various areas related to tourism, in particular:
1) to promote the attraction of tourists to the country of the other Party with the consent of the relevant authorities;
2) to develop cooperation between travel agencies and other organizations to increase tourist exchanges and develop tourism;
3) to support investments in the tourism sector in cooperation with interested authorities;
4) to coordinate the positions of the Parties at international forums and tourism events;
5) to exchange experience, knowledge, and statistical data in the field of tourism;
6) to organize familiarization visits, including representatives of the media and experts;
7) to provide opportunities for training and experience exchange;
8) to support the conduct of seminars and advanced training courses for tourism professionals;
9) to encourage participation in international exhibitions and tourism events;
10) to promote the attraction of mutual investments.
Article 3.
The Parties will provide information and consultations for the development and implementation of tourism activities.
Article 4.
The Parties intend to develop ties between the two countries and promote tourist destinations among their citizens.
Article 5.
The Parties will exchange promotional and informational materials in the field of tourism.
Article 6.
i. All financial costs arising from the implementation of this Memorandum will be covered in accordance with the legislation of each Party within available resources.
ii. Each Party will bear the expenses related to cooperation under this Memorandum.
iii. The procedure for the distribution of expenses will be agreed upon separately.
Article 7.
The terms of this Memorandum do not affect other international agreements signed by either Party.
Article 8.
All disputes arising in the process of implementing the provisions of this Memorandum will be resolved through negotiations.
Article 9.
By mutual agreement, amendments and additions may be made, which will be formalized by separate protocols.
Article 10.
The Memorandum comes into effect after the receipt of the last notification on the completion of internal procedures. It is valid for 5 years with automatic renewal for the same terms, and termination is possible with a 6-month notice.
Signed in Islamabad on December 4, 2025, in two copies in Russian and English, both texts have equal force, with the English text prevailing in case of discrepancies.
