Increase in tariffs and more: The Committee of the Jogorku Kenesh heard information about the work of the Ministry of Energy and future plans

At the meeting of the Committee on Industrial Policy, Transport, and the Fuel and Energy Complex of the Jogorku Kenesh, information was presented about the current activities of the Ministry of Energy of the Kyrgyz Republic, as well as plans for the further development of the energy sector.

The Minister of Energy, Talaybek Ibraev, delivered a report in which he informed about the ongoing construction of the second hydro unit at the Kambar-Ata HPP-2. He also noted that preparations are currently underway for the construction of the Kambar-Ata HPP-1, including the development of necessary infrastructure and updating the feasibility study with the help of the World Bank.
According to Ibraev, out of 15 signed investment agreements, five investors have already begun construction of solar and wind power plants. Work is also ongoing to expand the gasification of settlements, modernize infrastructure, and implement programs for preferential connections.
During the discussion, Deputy Erkinbek Isenaliev emphasized the importance of gasification in the Kemin district, noting that this would help reduce the load on the electricity system. Temirlan Aitieev, another deputy, highlighted the need for the development of renewable energy sources for the sustainable development of the entire energy sector.
Karybek uulu Uluqbek raised the issue of the increase in gas tariffs faced by residents in October and November of last year. He noted the social significance of this problem and inquired about the accountability measures for those responsible for the situation.
A Deputy General Director of Gazprom LLC, Azamat Aldayev, explained that the failure in processing telemetry signals occurred at the end of 2025 due to server overload, but the problem has now been resolved.
Deputy Mederbek Sakkaraev raised questions about tariff policy and the price forecast for electricity until 2030. Minister Ibraev reported that starting from May 1, 2026, the tariff will be 1.64 soms per kWh, and by 2030 it will rise to 3.40 soms. From May 1 of this year, a night tariff for commercial clients will be introduced, which will be 1.25% lower than the usual rate.
Bakhridin Shabazov proposed to replace the outdated power lines in the village of Druzhba in the Issyk-Ata district, as their condition requires urgent replacement. Talaybek Masabirov pointed out the need to reduce commercial losses and implement automated electricity accounting systems (AES). Rakhmat Junushbaeva inquired about the current situation with the electricity deficit in the country and the measures being taken to overcome the energy crisis.
