Results of 2025 in Energy: From Tariff Increases to Major Projects

- Tazabek presents an overview of the main events in the energy sector of Kyrgyzstan for the year 2025.

Import, Consumption, and Generation of Electricity

According to information provided at the meeting of the Ministry of Energy's board, the following indicators were observed in Kyrgyzstan during the first nine months of 2025:


  • Consumption amounted to 13.8 billion kWh;


At the same time, electricity generation totaled 11.3 billion kWh, of which:


  • Large hydroelectric power plants provided 9.7 billion kWh;

  • Small hydropower plants — 0.18 billion kWh;

  • Mini-hydropower plants — 0.16 billion kWh;

  • Thermal power plants — 1.3 billion kWh;

  • Solar power plants — 0.7 million kWh;


To cover the deficit, 2.7 billion kWh of electricity was imported.

Changes in Tariffs and Restrictions

In 2025, there was an increase in electricity tariffs. Starting from May 1, the tariffs for the population were:


  • 1.37 som/kWh for consumption up to 700 kWh (previously 1.11 som);

  • 2.6 som/kWh for consumption over 700 kWh (previously 2.39 som).


Regulatory measures were also introduced, including restrictions for state institutions and a consumption limit of 3 kW per household connection during peak hours.

Development of Small Hydropower Plants

In 2025, five small hydropower plants with a total capacity of 43.59 MW were commissioned, including:

Development of Renewable Energy Sources

In 2025, the first solar power plant (SPP) with a capacity of 100 MW was launched in the Kemin district, with the investor being LLC "Eternal Energy".

Construction of several facilities also began:


  • SPP in the city of Balakchy (Issyk-Kul region) with a capacity of 400 MW. Investor — China National Nuclear Corporation, planned opening — 2026.

  • SPP in the village of Kyzyl-Oruk, with the completion of the first phase with a capacity of up to 150 MW expected in the first half of 2026. Investor — LLC "RECA".

  • Wind power plant (WPP) in Balakchy with a capacity of 100 MW. The project is being implemented by JSC "Rosatom Renewable Energy". The delivery of main components (nacelles, hubs, generators, and towers) has already been made to the settlement of Kok-Moynok and is the first Russian export project in the field of wind generation.


Major Projects: Kambar-Ata HPP-1 and 2

A competition is underway for the update of the feasibility study for the construction of Kambar-Ata HPP-1, which has been declared the "project of the century". A contract has been signed with the contractor, and work has already begun. The type of dam for the HPP has now been determined. An additional $13.6 million has been allocated from the World Bank for implementation, in addition to the previously allocated $5 million, as well as $1.5 billion for major construction works for three countries (Kyrgyzstan, Kazakhstan, Uzbekistan).

Completed works include:

Construction of the access road to Kambar-Ata HPP-1 up to 318 km of section No. 2 of the Bishkek-Osh road:


  • 95% of earthworks completed;

  • 90% of concreting completed.


Completion of the unfinished section of tunnel T-2 with the exit portal (126 m):


  • 100% of tunnel excavation and surface concreting completed;

  • 100% of internal concreting of the roadway completed;

  • Works completed in 40% of operational cases.


Construction of the 110 kV AC substation (18 km) and 110/6 kV of Kambar-Ata HPP-1:


  • 95% of line laying work completed;

  • 95% of steel column installation completed;

  • 90% of auxiliary center completed.


Construction of new access roads to the construction site:


  • 95% of earthworks completed;

  • 85% of concreting completed.


Construction of the Right Bank Bridge over the Naryn River to Kambar-Ata HPP-1:


  • 100% of pile drilling and concreting completed;

  • 75% of the upper part of the pile foundation completed;

  • 35% of total bridge works completed.


Construction of a temporary settlement for builders:


  • 95% of foundation works completed;

  • 75% of metal structure works completed.


Plans for 2025 for the Kambar-Ata HPP-1 project:


  • Completion of concreting on sections of roads No. 1-9 with a length of 9.27 km;

  • Completion of concreting on sections of roads No. 10-15 with a length of 8.7 km;

  • Completion of works on the transport tunnel;

  • Completion of the construction of the 110 kV power line and the 110/6 kV substation with a length of 8.21 km;

  • Completion of bridge construction, including drilling and concreting of piles, as well as completion of works on the installation of the bridge span.


Completion of works in the temporary settlement:


  • Completion of all works.


Kambar-Ata HPP-2

Work continues on the commissioning of the second hydro unit of Kambar-Ata HPP-2.

The project includes the following lots:


  • Lot 1 – “Turbine, generator, and general station equipment”;

  • Lot 2 - “Open substations and power transmission lines”;

  • Lot 3 - “Pressure pipeline and construction part of the water supply and hydropower plant building”.


On June 16, 2025, an agreement was signed with the Dec-SM consortium (China-Korea) for the first lot. The agreement came into effect on August 8, 2025.

On August 19, 2025, an agreement was signed with the Dec-SM consortium (China-Korea) for the second lot.

On September 9, 2025, an agreement was signed with Sinohydro Bureau 16-Sinohydro Joint Venture (China) for the third lot. Currently, work is underway to bring the contracts for the second and third lots into effect. It is expected that by the end of October 2025, advance payments of 10% of the contract amount will be made. For the first lot, work has begun on mobilizing contractors to the site, and the construction of temporary offices and living quarters is ongoing. At the same time, preliminary studies of existing equipment, data collection on existing schemes, and preparation of a turbine model at the manufacturing plant are being conducted.

From October 28 to 31, 2025, a meeting is planned with contractors for all three lots, the Eurasian Stabilization and Development Fund (ESDF), and the project consultant at the Kambar-Ata HPP-2 site. The purpose of the meeting is to coordinate further actions for project implementation, discuss updated work schedules, and review guiding documents for project management.

Modernization of Existing Hydropower Plants

Toktogul HPP: A large-scale modernization has been completed, resulting in the total capacity of the station increasing from 1200 MW to 1440 MW (+240 MW). All four hydro units have been upgraded and now have a capacity of 360 MW each. The last unit was modernized from March to November 2025.

Uch-Korgon HPP: In 2024-2025, two of the four hydro units were replaced, resulting in an increase in capacity of 18 MW. The upgrade of the remaining two units is scheduled for 2026.
