Kyrgyzstan to Conduct Agricultural Census in Electronic Format for the First Time
As part of the preparation for the agricultural census, which will take place in Kyrgyzstan in electronic format, Deputy Prime Minister and Minister of Water Resources, Agriculture, and Food Processing Bakyt Torobaev held a commission meeting. This was reported by the press service of the Cabinet of Ministers.
At the beginning of the meeting, Baktybek Kudaybergenov, head of the National Statistical Committee, announced that the upcoming census will completely exclude the use of paper documents. Data will be collected using a mobile application installed on the enumerators' devices, and the information will be transmitted to the central server of the National Statistical Committee through secure communication channels, ensuring confidentiality and prompt processing.
During the meeting, preliminary results of the work were also announced:
All census forms and key indicators have been agreed upon with the relevant agencies and the Food and Agriculture Organization of the United Nations (FAO). Four census forms, instructions for staff, and a detailed calendar plan have been approved. A successful pilot census was conducted in 2024, which allowed for the refinement of software and methodology. From 2025 to 2026, a multi-stage training of personnel will be carried out both in person and online, resulting in over 200 specialists already enhancing their qualifications. To effectively manage the process, an interagency working group was formed in December 2025. A total of 6,791 temporary employees will be involved in conducting the census, including:
- Registrars – 1,179 people;
- Enumerators – 4,494 people;
- Supervisors – 898 people;
- Coordinators – 220 people.
The schedule for personnel recruitment has also been approved: coordinators will start working in February 2026, while the main staff (instructors and enumerators) will begin work in March-April.
“The agricultural census is an important tool for forming an objective strategy for the country's food security. We must obtain the most accurate picture of the agricultural potential of the republic in order to effectively plan government support programs for farmers,” emphasized the meeting participants.
In conclusion, Bakyt Torobaev noted that government and local self-government bodies must be responsible for the organization, logistics, and facilitation of the census at the local level.
According to the Cabinet of Ministers' decision, the census is scheduled for the period from March 20 to April 10, 2026.
