At the meeting of the Committee of the Jogorku Kenesh on industrial policy, transport, fuel and energy complex, architecture, and construction, the draft law "On the Ratification of Exchange Notes between the Cabinet of Ministers of the Kyrgyz Republic and the Government of Japan" was reviewed and approved. This document pertains to the project "Reconstruction of the bridge over the Naryn River on the Bishkek – Osh highway," which aims to improve connectivity with the Trans-Caspian International Transport Route. The signing of the agreements took place on December 12, 2025, in Bishkek.
Deputy Minister of Transport and Communications Ulukbek Janibekov provided information on this draft law. He noted that its goal is to enhance transportation links between Kyrgyzstan and neighboring countries. This will be achieved through the reconstruction of the bridge over the Naryn on the Bishkek-Osh road, ensuring safe and uninterrupted traffic flow.
“The construction of the bridge is planned at the 315th kilometer of the Bishkek–Osh highway in the Toktogul district of the Jalal-Abad region. The Japanese government is allocating a grant of up to 3 billion 190 million Japanese yen (approximately 20 million 416 thousand US dollars) for the implementation of the project,” the speaker added.
In addition, committee members also approved the draft law "On the Ratification of the Financing Agreement between the Kyrgyz Republic and the Eurasian Development Bank." This document pertains to the project "Improvement of Roads in the City of Osh," which includes the construction of two overpass bridges and a road section of 3.2 km. The agreement was signed on December 29, 2025, in Bishkek.
