The Committee on Industrial Policy, Transport, Fuel and Energy Complex, Architecture, and Construction held a meeting where a draft law on the construction of two bridges was approved.
During the discussion, the draft law "On the Ratification of Exchange Notes between the Cabinet of Ministers of the Kyrgyz Republic and the Government of Japan" was adopted. This project concerns the reconstruction of the bridge over the Naryn River on the Bishkek – Osh highway to improve connectivity with the Trans-Caspian International Transport Route. The document, signed on December 12, 2025, in Bishkek, was considered in the first reading.
The Deputy Minister of Transport and Communications Ulukbek Janibekov presented information about the project. He noted that this draft law aims to improve transport communication between Kyrgyzstan and neighboring countries by reconstructing the bridge over the Naryn River on the important Bishkek-Osh highway, which, in turn, will ensure safe and uninterrupted traffic flow.
"The construction of the bridge is planned at the 315th kilometer of the Bishkek–Osh highway in the Toktogul district of the Jalal-Abad region. The Japanese government is providing a grant of 3 billion 190 million yen, which is equivalent to 20 million 416 thousand 639 US dollars," the speaker added.
In addition, committee members also reviewed and approved the draft law "On the Ratification of the Financing Agreement between the Kyrgyz Republic and the Eurasian Development Bank." This project concerns the improvement of roads in the city of Osh, including the construction of two overpass bridges and a 3.2 km section of road. The agreement was signed on December 29, 2025, in Bishkek and also passed the first reading.
