
The initiators note that the project will significantly improve transportation links with other countries.
At a meeting of the Committee on Industrial Policy, Transport, Fuel and Energy Complex, Architecture, and Construction, a draft law concerning the construction of a bridge over the Naryn River on the Bishkek–Osh highway was discussed.
Deputy Minister of Transport and Communications Ulukbek Zhanibekov presented information about the project.
He noted that the draft law was created to improve transportation connections between Kyrgyzstan and neighboring countries by reconstructing the bridge on the Bishkek–Osh highway over the Naryn River.
“The construction of the bridge will be implemented in the Toktogul district of the Jalal-Abad region at the 315th kilometer of the Bishkek–Osh highway. The Japanese government is providing a grant of three billion one hundred ninety million Japanese yen (about 20.4 million dollars) for the implementation of this project,” he said.
Additionally, the draft law “On the Ratification of the Financing Agreement between the Kyrgyz Republic and the Eurasian Development Bank” for the project “Improvement of Roads in the City of Osh” was considered in the first reading.
Ulukbek Zhanibekov also reported on the difficult situation with traffic jams in the city of Osh. In this regard, special studies have been conducted, and the possibility of opening a new road on Babraimov Street — from Tursunbaev Street to the new market — is being considered.
According to the draft law, it is planned to build two overpass bridges in Osh with a total length of 3.2 kilometers.
The cost of the project is 19.2 million US dollars, of which 14.15 million dollars is a loan from the Eurasian Development Bank, 1.2 million dollars is a grant from the same bank, and the remaining 3.9 million dollars will be allocated from the republican budget.
Committee members supported the discussed draft laws following the meeting.
