Sadyr Japarov spoke about reforms in the GKNB and the future Investigative Committee

Sadyr Japarov, the president of the country, outlined the strategy for reforming the law enforcement agencies in an interview with the Kabar agency.

— Hello, Sadyr Nurgozhoevich. We will talk about the GKNB as an important institution.

Previously, both under the old leadership and among the population during the Soviet era, there was no clarity about who worked in the KGB. Recently, there has been a lot of criticism directed at the GKNB: employees allegedly show their IDs in inappropriate places, undermining the reputation of the "chekist." Are you aware of such opinions?

— Yes, I am aware of this. I have repeatedly told my friend: "Raise the authority of the GKNB. It should be at the level of the KGB of the USSR. Otherwise, as we see, some employees show their IDs in dubious situations. This needs to stop." I have raised this issue more than once.

— We know that some GKNB employees have been detained on suspicion of illegal activities. Is this related to their broad powers? The special service has effectively interfered in many areas—from construction violations to meat prices.

— On the day the video about the "fight against the provision of intimate services" appeared, I said: "Pass this to the Ministry of Internal Affairs—this is their area of responsibility. Do not lower the level of the GKNB."

As for corruption cases, investigations are currently underway. I cannot disclose specific details.

— You recently excluded the Border Service and the Security Service from the GKNB. Tell us about the upcoming reforms. Which areas will remain under the department? Will the fight against economic crimes and corruption continue?

— We plan significant reforms of the law enforcement agencies. I wanted to start them earlier, but for various reasons, it was postponed. Now, I hope we will begin soon.

The GKNB will focus on its core tasks: intelligence, counterintelligence, protection of constitutional order, as well as combating terrorism, extremism, banditry, and drug crime.

Investigative powers in these areas will remain. We do not plan to interfere in the economy. Information about the work of the GKNB and its employees should remain confidential.

After the reform, the GKNB will become a real special service, similar to the former KGB.

The Ministry of Internal Affairs will also focus only on its core tasks, while retaining investigative powers.

A list of powers will be developed and enshrined in legislation.

A new Investigative Committee is planned to be created, which will take over all investigative functions. The General and Military Prosecutor's Offices will oversee legality.

Why are we creating the Investigative Committee? This is necessary for the stability and future of the system.

What is the current situation?

In the GKNB and the Ministry of Internal Affairs, there are divisions engaged in operational search activities and investigators, under the guidance of one minister.

Suppose an operative is handling a case incorrectly—not according to the law—and someone is unlawfully arrested. The investigator may refuse to accept such a case, considering it unfounded, but the minister can call and order to initiate a criminal case. As a result, the investigator finds himself subordinate.

Therefore, cases of injustice, unfortunately, do occur.

The Investigative Committee will be directly subordinate to the president, which will allow it not to accept unfounded materials from operatives or the minister and not to initiate cases.

Thus, citizens who have become victims of injustice will not be detained and will be released. This is the only way to protect human rights—if not 100%, then 95%. This will create security for future generations.

The same principle will apply in economic cases: if a crime has indeed been committed, there will be punishment; if the case is fabricated, the person will be released. Two independent bodies, not subordinate to each other, will be able to make more justified decisions.

These changes are a step into the future. Necessary buildings and technical resources will be prepared. A decree will be issued, and the relevant bills will be submitted to the Jogorku Kenesh; after discussion and adoption, organizational work will begin.

This year, we have the SCO summit and the World Nomad Games planned, so we will start implementing the reform next year.
