
In order to achieve gender balance in public administration, the President of Kyrgyzstan, Sadyr Japarov, has signed a new decree concerning changes to a number of previous orders.
This document aims to create a reserve of managerial personnel to fill certain state and municipal positions, as well as to expand the participation of women in public service. It also envisions the establishment of sustainable institutional conditions that ensure equal opportunities and fair competition in the workforce.
To implement the formation and operation of the personnel reserve, the following steps are planned:
– introduction of quotas limiting the representation of one gender to 70%;
– ensuring gender equality by prioritizing candidates from the underrepresented gender in the personnel reserve;
– creation of programs for professional growth and removal of barriers based on traditional gender stereotypes for women leaders seeking to occupy managerial positions.
According to the decree, by the end of 2027, women must make up at least 30% of the candidates included in the managerial reserve.
Furthermore, in all state and municipal institutions, the proportion of women in leadership positions must be at least 20%, with a target of 30% by 2030.
The decree will come into effect ten days after its signing.
