In 2025, Osh received record funding from the republican budget. "This should be emphasized. Cities like Tokmok and Kara-Balta were allocated 1 billion soms each, but Osh became the leader with an allocation of 6.6 billion soms," said the Prime Minister of Kyrgyzstan, Adylbek Kasymaliev, at a city hall meeting summarizing the work for 2025.
Kasymaliev also reported that 9 schools and 9 kindergartens were renovated in Osh, and 7 sports facilities and 2 cultural centers were built. As part of the president's directive, 2.2 billion soms were allocated from the Stabilization Fund: 2 billion was directed towards the repair of 8 key streets, while the remaining 200 million was for the construction of sidewalks and landscaping.
Additionally, he noted that millions of soms were allocated for the purchase of specialized equipment. The head of government emphasized that support will continue in the future, urging local authorities to use the allocated funds effectively and to engage in dialogue with the population thoughtfully and organized, as is done in other cities.
However, Kasymaliev pointed out the low indicators of the city of Osh in attracting foreign investments. From January to September 2025, the volume of foreign investments amounted to only 1.2 million US dollars, which is 44.1% less than in 2024. This indicates an insufficiently favorable investment climate in the city.
"It is important to maintain a delicate dialogue with business. Excessive inspections, unfounded claims, pressure, intimidation, and illegal seizures of property are unacceptable," he added.
Kasymaliev proposed a number of measures: to quickly develop and approve a General Plan for the city considering its expansion, to make proposals for increasing the budget's revenue base, to focus on the quality of infrastructure project implementation, and to attract investments in the tourism sector.
He also noted the successful completion of several projects in the city of Osh in 2025, which significantly changed its appearance.
In conclusion of his speech, Kasymaliev emphasized the importance of unity and consensus in the country for the successful achievement of the set goals.
