Kasymaliev noted that this year Osh became the leader in the amount of allocated funds among the cities of Kyrgyzstan, receiving 6.6 billion soms, while cities like Tokmok and Kara-Balta received 1 billion soms each.
According to the head of the Cabinet, in 2025, 9 schools and 9 kindergartens were renovated in Osh, as well as 7 sports facilities and 2 cultural institutions were built. The President of the country instructed to allocate 2.2 billion soms from the Stabilization Fund, of which 2 billion were directed to the repair of 8 main streets, and 200 million for the construction of sidewalks and greening.
Kasymaliev also emphasized that millions of soms were allocated for the purchase of specialized equipment within the framework of the republican budget and assured that such support would continue. He urged local authorities to effectively use the allocated funds and interact with the population, applying dialogue methods as is done in other cities.
At the same time, the Chairman of the Cabinet reported that Osh showed the lowest results in attracting foreign direct investment in 2025, amounting to only 1.2 million dollars from January to September, which is 44.1% lower than the previous year. This indicates a problematic investment climate in the city.
“It is necessary to show delicacy when interacting with business. Excessive inspections, unreasonable demands, and moral pressure are unacceptable,” added Kasymaliev.
He gave several instructions, including:
- to develop and approve the General Plan for the city of Osh considering its expansion;
- to propose measures to increase the revenue base of the local budget;
- to pay attention to the quality and timelines of infrastructure projects;
- to focus on attracting investment projects in the tourism sector.
Kasymaliev also noted that in 2025, many projects were implemented in Osh that changed the appearance of the city.
