During the meeting of the city council of Osh, which took place in 2025, the Chairman of the Cabinet of Ministers and Head of the President's Administration of Kyrgyzstan, Adylbek Kasymaliev, announced significant funding allocated from the republican budget. He noted that this year Osh received the largest amount of funds — 6.6 billion soms, while other cities, such as Tokmok and Kara-Balta, were allocated 1 billion soms each.
Kasymaliev also spoke about the completion of several construction projects: 9 schools and kindergartens were renovated in Osh, as well as 7 sports facilities and 2 cultural institutions were built. From the Stabilization Fund, 2.2 billion soms were allocated, of which 2 billion went to the repair of 8 key streets, and 200 million were used for the creation of sidewalks and landscaping.
The head of the government emphasized the importance of continuing to support local initiatives and effectively utilizing the allocated funds. According to him, it is necessary to interact with the population using transparent and constructive methods, as practiced in other regions.
However, he stated that Osh demonstrates low results in attracting foreign investments, which amounted to only 1.2 million US dollars from January to September 2025, a decrease of 44.1% compared to the previous year. This indicates an insufficiently favorable investment climate in the city and difficulties in attracting capital.
Kasymaliev called for a more cautious approach to interacting with the business community, noting the unacceptability of excessive inspections and pressure on entrepreneurs.
Among the tasks assigned during the meeting was to develop and approve a General Plan for Osh considering its expansion, as well as to propose measures to increase local budget revenues and activate efforts to attract investment projects in the tourism sector.
In conclusion of his speech, he noted the successful implementation of several projects that significantly changed the appearance of the city and emphasized the need for unity and coordinated work for the further development of the country.
