President Zaparov signed a decree on the creation of a consortium of institutions to support small and medium-sized enterprises in Kyrgyzstan.

- The decree signed by the President of the Kyrgyz Republic, Sadyr Japarov, regarding the establishment of a consortium of institutions supporting small and medium-sized businesses, was published on February 2 on the official website of the head of state.

The goal of the consortium is to unite the efforts of government agencies, financial organizations, educational institutions, and international partners to enhance the effectiveness and transparency of state policy regarding entrepreneurship support.

The Ministry of Economy and Commerce of the Kyrgyz Republic has been designated as the secretariat of the consortium.

According to the decree, the consortium's founders' council will determine key directions and priority tasks in the development of small and medium-sized enterprises, and decisions made in this area will be mandatory for all consortium participants and government bodies.

Furthermore, the decree requires government agencies to assist the Ministry of Economy and Commerce in implementing activities aimed at developing small and medium-sized enterprises, as well as ensuring priority interaction with it.

The President instructed the Ministry of Economy to coordinate the actions of consortium participants and monitor the implementation of its decisions.

The head of state also directed the Cabinet of Ministers to prepare and approve a Program for the Support and Development of Small and Medium-Sized Enterprises by the beginning of the second quarter of 2026, covering the period until 2030. The program will encompass comprehensive development across all areas of entrepreneurship, including:

1) support for youth entrepreneurship, which will serve as a foundation for forming a new generation of entrepreneurs and unlocking the country's innovative potential;

2) promotion of women's entrepreneurship to increase economic opportunities for women and their involvement in business;

3) stimulation of social entrepreneurship focused on addressing pressing social issues and creating sustainable jobs for vulnerable groups;

4) assistance in developing entrepreneurship in regions;

5) support for cluster development to enhance production cooperation, technology integration, and industry competitiveness;

6) development of the creative economy, contributing to the innovative, export, and cultural growth of the national economy.
