A consortium of institutions to support small and medium-sized enterprises in Kyrgyzstan has been established
President of the Kyrgyz Republic Sadyr Japarov has signed a decree to establish a consortium aimed at supporting small and medium-sized enterprises in the country.
This step is intended to unite the efforts of government bodies, financial institutions, educational organizations, and international partners to enhance the efficiency and transparency of entrepreneurship support. The decree is based on Articles 66 and 71 of the Constitution of Kyrgyzstan.
The formation of a consortium of institutions supporting small and medium-sized enterprises in the Kyrgyz Republic is outlined in Appendix 1.
The approval of the regulations for the consortium is presented in Appendix 2.
The Ministry of Economy and Commerce of the Kyrgyz Republic is designated as the secretariat of the consortium.
The following conditions are defined:
1) The founding council of the consortium will determine the main directions and priorities for the development of small and medium-sized businesses, and its decisions regarding the support of these entities will be mandatory for all consortium members and government bodies;
2) Government bodies must provide support to the Ministry of Economy and Commerce in implementing measures for the development of small and medium-sized enterprises and ensure priority interaction with it.
To the Ministry of Economy and Commerce of the Kyrgyz Republic:
1) Ensure coordination of the actions of consortium members and monitor the implementation of its decisions;
2) Take necessary measures in accordance with the specified decree.
The Cabinet of Ministers of the Kyrgyz Republic should approve a program for the support and development of small and medium-sized businesses in the country until 2030 before the beginning of the second quarter of 2026, covering the comprehensive development of all areas of entrepreneurial activity, including:
1) Support for youth entrepreneurship as a foundation for forming a new generation of entrepreneurs and unlocking innovative potential;
2) Stimulating women's entrepreneurship to expand economic opportunities for women and increase their participation in business;
3) Supporting social entrepreneurship aimed at addressing social issues and creating sustainable jobs for vulnerable groups of the population;
4) Promoting the development of regional entrepreneurship;
5) Forming and supporting cluster development to enhance production cooperation and competitiveness;
6) Developing the creative economy, which contributes to the innovative and cultural growth of the national economy.
Control over the implementation of the decree is entrusted to the office for monitoring the execution of decisions of the president and the cabinet of ministers of the administration of the president of the Kyrgyz Republic.
The decree comes into force ten days after its official publication.
